Mykola Azarov: Ukraine is negotiating on improving the conditions of accession to the WTO

Ukraine is negotiating with the World Trade Organization on the revision of the terms of accession. This was stated by Prime Minister Mykola Azarov at a meeting with representatives of the Federation of Employers.

"We are currently conducting specific negotiations and try to find a compromise solution. And I think that we will achieve this", the head of the Government said.

He noted that negotiations on Ukraine's accession to the WTO lasted 16 years, in different years, different governments agreed not the best conditions for accession to the sectoral agreements and accession took place on the whole not on favorable to our state conditions. Therefore, Ukraine initiated a review of a large number of positions on accession to the WTO. Such right of member states and a procedure is defined by statutes.

Recall , Ukraine joined the WTO on May 16, 2008, becoming the 152-th full member of the WTO.

Parliamentary elections in Ukraine have been democratically and the newly elected Parliament is legitimate - Volodymyr Lytvyn


This was stressed by the Head of the Verkhovna Rada of Ukraine Volodymyr Lytvyn, speaking Thursday in St. Petersburg at a meeting of the CIS IPA.

"Parliamentary elections in Ukraine , according to observers, election participants and voters in general were at an acceptable democratic and organizational level, with broad participation of Ukrainian and international observers," - he said.

According to the head of the Ukrainian parliament, despite a sufficient number of violations and criticisms observed at any election, their character is "not a reason not to recognize the elected members of the Verkhovna Rada completely legitimate."

Lytvyn noted that although estimates of the official delegations of the OSCE Parliamentary Assembly and the NATO PA are critical in nature, they do not provide a direct rejection of the election results.

The Head of the Verkhovna Rada of Ukraine reiterated that criticism, which was played before the start of the election process in Ukraine is largely a "politically programmed character" known through the trials of a number of Ukrainian political personalities. "Ukrainian parliamentary elections, thus found themselves in a situation of" presumption of political guilt before the election that became a convenient pretext for additional political pressure on the Ukrainian authorities ", - he said.

Parliament Speaker also said that the unprecedented high rates and uncompromising political forces, parties and politicians in the fight for parliamentary seats, including the presidential election approaches in 2015, resulted in the use at the electoral struggle of the "total arsenal of shadow that are characteristic of growing democracies" .

Lytvyn stressed that Ukraine "has received an entirely new type of parliament, which features political diversity, complex - apparently irreconcilable - contradictions between the majority and the opposition, ideological incompatibility of certain political forces and future fractions, and possible reduction of professionalism." Thus, in his opinion, the parliamentary majority priority should be solving problems of the clear organization of the legislative process.

 

Khoroshkovskyi: On the government's agenda is the signing of the Association Agreement with the EU

On the agenda of the Government is the signing and implementation of the Association Agreement with the European Union. This was stated by First vice Prime Minister of Ukraine Valeriy Khoroshkovskyi during a meeting on discussing the current issues of European integration, which was held on November 22, 2012 in Kyiv.

The First vice Prime Minister of Ukraine stressed that the key event of 2012 is the initialing of an Association Agreement between Ukraine and the EU, including the creation of the FTA. "Now on the agenda is to ensure it and signing and properly preparation to implementation", he added.

Valeriy Khoroshkovskyi stressed that the key challenge for the near future are taking steps that will sign the Association Agreement, the completion of the first (legal) phase of the Action Plan on the liberalization of the EU visa regime, establishing effective business dialogue with European investors, the implementation of the preconditions for technical and macro-financial assistance from the EU.

According to the results of the meeting of central executive bodies the relevant instructions are given on the preparation of the project of the Association Agreement between Ukraine and the EU to sign and the program for its implementation, the development of the Presidential Decree of the national system of coordinating the implementation of the Association Agreement between Ukraine and the EU, strengthening institutional capacity and human resources departments, the powers of which are the issues of European integration, solutions in a systematic way of problematic issues of the European investors in Ukraine, the revitalization of the European Commission with respect to the informal dialogue between Ukraine and the EU on the business climate, preparation of the Action Plan for the implementation of concept of public financial management, to intensify efforts to develop a program of sectoral budget support "Reform of administrative and procedural law and public service in Ukraine", an agreement with the EU to assist in the implementation of the future Association Agreement and the provisions of the Treaty establishing the Energy Community, the preparation of the Third Assessment Report progress in the implementation of Ukraine action plan on the EU visa regime for Ukraine, the completion of the project to the signing of the Memorandum of Understanding and the Loan Agreement with respect to macro-financial assistance to Ukraine gained EU enhanced cooperation with civil society organizations to implement the state policy of European integration, including the implementation of the Agenda of Ukraine - the EU Association.

The absolute population growth has been recorded for the first time since independence

 

For the first time since independence the State Statistic Service recorded absolute growth of the population of Ukraine . This was started by Prime Minister of Ukraine Mykola Azarov at a meeting of the Cabinet of Ministers of Ukraine on November 21, 2012.

The population dropped from 52 million to 45.5 million today.

"This is the biggest pain of Ukraine in recent decades. Bitter fee for extremely failed policies of internal transformations and for adverse external conditions", Mykola Azarov said.

And then, finally, as of October 1, 2012 the population of Ukraine has became more than as of 1 September 2012.

"As they say, it is statistically almost imperceptible change - Mykola Azarov said. - But it is symbolically important. And it is also characterized by the fact that the result is an integrated result of socio-economic development of Ukraine ".

The Head of Government noted that this year during some months the population is growing. In 10 of the 27 regions the population growth is observed, namely in: the Autonomous Republic of Crimea, Volyn , Zakarpattya , Ivano-Frankivsk , Kyiv, Odesa , Rivne , Ternopil , Chernivtsi Regions, as well as in the cities: Kyiv and Sevastopol .

Khoroshkovskyi: Ukraine has all chances to sign the Association Agreement with the EU in 2013

 

Ukraine has all chances to sign an Association Agreement with the European Union in 2013. This was stated by the First vice Prime Minister of Ukraine Valeriy Khoroshkovskyi while participating in the first annual conference of the Ukrainian National Platform Civil Society Forum of the Eastern Partnership, which was held on November 21, 2012 in Kyiv.

The First vice Prime Minister said that the signing of the Association Agreement with the EU remains a priority for Ukraine . "This - is the point of no return, after which the movement of Ukraine to the European sector is significantly faster," - he stressed.

Valeriy Khoroshkovskyi also said the FTA between Ukraine and the EU should work as quickly as possible. "Such a step would have a positive impact on the economies of both sides" - he stressed.

The First vice Prime Minister predicted that the next EU-Ukraine summit could take place early next year. "Most likely, the Summit will be held in February 2013," - he added.

The World Bank: Ukrainian tax system is in trend

 

World Bank's experts noted: the transformation taking place in the tax area of Ukraine measures up to current world trends. This is stated in the official report on rating of Paying Taxes-2013, which was released on November 21.

The World Bank docked Ukraine in the list of the three countries, which for the past eight years, most significantly reduced the amount of time required for the fulfillment of tax obligations.

"Conducted tax reform, including the introduction of the electronic declaration system, the introduction of the unified social contribution, significantly reduced the amount of time required for tax compliance, compared with 2011, and has reduced the number of tax payments for business" - experts say.

The STS of Ukraine notes that the findings of the World Bank's experts will be considered while the development of the program of liberalization of state tax policy.

Recall, in response to the request of the President of Ukraine on the formation of the program of liberalization of state tax policy up to 2014, the State Tax Service carries a large-scale all-Ukrainian public information campaign for the collection and compilation of proposals of entrepreneurs and the public about the simplification of administrative fees and legal conditions for the establishment of business support. Today, more than 1,500 events has been held with participation of public authorities the STS received over 5000 comments and suggestions, which are now being worked out.

T he Government has approved amendments to the Law of Ukraine "On the Diplomatic Service"


November 21, 2012 the Cabinet of the Ministers o0f Ukraine approved the draft Law of Ukraine "On Amendments to the Law of Ukraine" On the Diplomatic Service. "

The draft law was elaborated by the Ministry of Foreign Affairs in response to the instruction of the Cabinet of Ministers of Ukraine in connection with the order of the President of Ukraine, which was given in July.

Amendments to the Law of Ukraine "On the Diplomatic Service" are due to the need to unify its terminology in the definition of foreign diplomatic missions of Ukraine, to differentiate status of permanent missions of Ukraine to the international organizations of which Ukraine is a party, and the missions of Ukraine to the international organizations in which Ukraine has not acquired membership status.

The draft Act also provides implementation of the mechanism regulating the status, functions and tasks of the foreign diplomatic missions of Ukraine by the unified law.

For this purpose, after the adoption of this law a separate Regulation on foreign diplomatic missions of Ukraine will be developed that will regulate the status, tasks and functions of diplomatic missions of Ukraine abroad, consulates of Ukraine, permanent missions of Ukraine to the international organizations and representations of Ukraine in international organizations, which will be submitted for approval by the President of Ukraine.

The Government has approved the Concept of State program of development of airports by 2023

The Cabinet of Ministers at its meeting on 19 November adopted a resolution "On Approval of the Concept of State program of development of airports by 2023".

The concept is aimed at the development of airports, reconstruction and development of airport infrastructure. This in turn will lead to meeting the needs of the national economy and the population in air transportation and to increase the competitiveness of the airline industry.

The implementation of the document will improve the technical level of the airports and will provide them with the landing and airport equipment, aircraft ground equipment, means of passengers, baggage and cargo and more.

The program is currently included airport Simferopol , Sevastopol , Dnepropetrovsk , Odessa , Zaporozhye and separate facilities at other airports.

Among other things, the development of the targeted program of airport development will solve the land issues and update infrastructure that will positively affect the safety of aircraft and the pace of development of the aviation industry in general.

The document will promote the development of international tourism in Ukraine , creating jobs, increasing revenues to state and local budgets, the introduction of public-private partnership in the development of airport network in Ukraine , the protection of state for national security and defense.

Meanwhile the Ministry of Infrastructure with the concerned central authorities are entrusted to develop and submit, within three months to the Government draft State program of airport development for the period by 2023.

He noted that the Institute named after Amosov have modern medical equipment and highly qualified specialists that use advanced treatment of cardiovascular disease and perform the most complex heart surgery for infants.

However, the Prime Minister stressed that the high quality medical care should be affordable not only in the capital and big cities but also in remote areas. "We have health centers with modern equipment, while district health centers often lack even the cardiograph. This is absolutely unacceptable, because heart disease is the main cause of mortality in Ukraine . Therefore, our task - to develop cardiac care in two ways: on the one hand, to diagnose and to prevent, as well as timely delivery of patients to hospitals, and on the other - to develop the national network of such centers"- Mykola Azarov noted.

Private investors will have the opportunity to work in the Ukrainian ports under the terms and conditions of concession - one of the most common and most effective forms of cooperation between the state and business in the world's marine practice. Yuriy Boyko: Ukraine has steadily provides increasing of domestic gas production

 

Increase of domestic gas production is the main priority of the development of the energy sector of Ukraine . This was started by the Minister of Energy and Coal Industry Yuriy Boyko on air of the Inter TV channel.

"However much we did not buy gas, where we did not buy it - anyway, we pay money out of our economy to another economy. Therefore it is better to produce it at home, to produce more, while creating new jobs. Increase of domestic gas production - it is priority number 1 for us", Yuriy Boyko said.

He stressed that Ukraine is actively developing gas fields in the Black Sea .

"Next year due to the modern equipment that we use now we will go to the first place in gas production among the countries of the Black Sea region and will produce more gas than all of them put together - 3 billion cubic meters", the Minister said.

Mr. Boyko also noted that gas production will be increased due to the development of the deposit on land, particularly reserves of unconventional gas, attracting leading oil and gas companies in the world. In this case, an important focus will be on the development of social infrastructure in the regions, where the gas will be produced.

"Companies that have come to produce gas in certain regions will perform appropriate social program. This is an indispensable condition", the Minister said.

Boyko: Ukraine is actively implementing reforms in the energy sector and attracting investment in the energy sector

Ukraine adapts its energy legislation to EU legislation and actively cooperates with international financial institutions to attract investment for the construction and development of infrastructure facilities of the fuel and energy complex. This was started by Minister of Energy and Coal Industry of Ukraine Yuriy Boyko on air of the Inter TV channel.

"From February of last year, we are a member of full standing of the European Energy Community and we liberalize the gas market and electricity market", - Yuriy Boyko said.

However, he stressed that within the reform of the energy sector of the economy we should have a very balanced approach to solve socially sensitive issues, such as tariff and subsidy systems.

"The President clearly said on this issue that we are not going to shift the increase in the cost of gas on the shoulders of people. So it will be very cautious approach to reforms that affect people", the Minister said.

Yuriy Boyko said that Ukraine today is attracting European financial institutions to implement important energy projects.

"Last year, we received about $ 2 billion. Today we are implementing 10 major energy projects. Commencing from the hydroelectric plant - the Dniester PSP and finishing plant for the fabrication of nuclear fuel, which will give us independence in the nuclear field", Yuriy Boyko said.

The Minister said that next year the implementation of these projects in the energy sector will create an additional 50000 jobs.
